The Road to the Next Multiannual Financial Framework
The European Commission has launched the discussion on the next Multiannual Financial Framework (MFF), laying out key policy and budgetary challenges that will shape the future of EU funding. Through its Communication on ‘The Road to the next Multiannual Financial Framework’ the Commission seeks to ensure that the EU budget aligns with the Union’s priorities and needs.
The EU budget plays a vital role in supporting citizens, businesses, and regions across Europe. The current financial framework runs from 1 January 2021 to 31 December 2027, with an overall amount of expenditure of €1.211 billion.
As expectations for EU action continue to grow, the new MFF must address the challenge of balancing ambitious goals with financial stability. Key areas of focus include ensuring the repayment of borrowing from the NextGenerationEU initiative while maintaining sustainable financial contributions from Member States. To achieve this, the EU must introduce new revenue sources and maximise the efficiency of its expenditures.
The next long-term budget, which will start in 2028. It is expected be reformed to be more flexible, targeted, and impactful. Key proposals might include:
- National and regional collaboration with a plan for each Member State focusing on key reforms and investments;
- A European Competitiveness Fund that focuses on strengthening investment in strategic sectors and critical technologies;
- A revamped external action financing strategy, aligning with EU strategic interests for a more impactful foreign policy.
- Stronger safeguards for the rule of law, ensuring transparency and accountability in budget allocation;
- Modernised revenue sources, establishing sustainable funding mechanisms for common EU priorities.
The Commission is actively seeking public input. A 12-week consultation has been launched, inviting stakeholders and citizens to express their views on the future EU budget and its priorities. In addition, a citizens’ panel consisting of 150 Europeans will provide recommendations, while an online engagement platform will allow for further participation.
Commissioner Serafin (DG Budget and Anti-Froud) will also embark on a ‘Tour d’Europe’ in 2025 to engage directly with national and regional stakeholders.

These consultations will help shape the Commission’s formal MFF proposal, expected in July 2025.
