News from the European Defence Industrial Programme

The European Defence Industrial Programme (EDIP), which aims to reinforce the industrial readiness of the European Union’s defence sector and its integration with key allies in NATO and Ukraine, as well as the EU’s Defence Technological and Industrial Base (EDTIB).

The programme has recently been approved by the European Parliamentary Committees on Industry, Research and Energy and Security and Defence. Besides backing the draft law, the adopted position includes a request to strengthen the language on Ukrainian integration, the ‘Buy European’-principle, and the focus on improving supply of ammunition in case of crisis.

A short overview of what’s included:

  • The ‘Buy European’-Principle, under which 70% of the end product value must originate in the EU or associated countries.
  • Projects of Common Interest (PCI) in defence must involve at least 4 high-exposure EU member states or 6 total EU member states.
  • Defining weapons and ammunition as crisis-relevant products to more easily boost manufacturing capacity in times of great need.
  • A centralised catalogue of EU defence products to bolster demand within the EU and potentially beyond.
  • The Ukraine Support Instrument (USI) to modernise the Ukrainian defence industry and integrate it with EDTIB through EU funding, direct investments, and increasing procurement from Ukraine for both the EU and Ukraine itself.

The next step for EDIP is negotiations between the Parliamentary Committees and the Council to finalise the law.
